Several local governments in Indonesia, both at provincial and city or regency levels, have proactively adopted local regulations that aim to reduce the use of single-use plastic products since 2018. These reduction measures primarily come in the form of bans on the use of plastic bags, straws, Styrofoam, etc., and are mostly effective in retail stores and malls. There are 2 provincial governments, 39 city governments, and 59 regency governments with existing regulations on single-use plastics bans, which are mapped in the figure below (Ministry of Environment and Forestry and Dietplastik Indonesia, N.D.).
An overview of some of these local regulations are provided below:
Bali Province
Bali Province formulated the Regulation of the Governor of Bali No. 97 of 2018 on Restrictions on the Generation of Disposable Plastic Waste with the aim of cutting the amount of plastic waste in oceans. Target products include disposable plastics, i.e. plastic bags, Styrofoam, and plastic straws (Article 4). The regulation calls for producers, distributors, suppliers, business enterprises, and providers of disposable plastics to switch to new alternative products (Articles 6 and 7). Furthermore, it calls on individuals to do the same (Article 9) and on communities to stop using disposable plastic in their daily lives and perform preventive actions (Article 14). Administrative penalties will be imposed on those who break the regulation (Article 22 and 23).
Special Capital Region of Jakarta
Special Capital Region of Jakarta enacted the Regulation of the Governor of the Special Capital Region of Jakarta No. 142 of 2019 on Mandatory Use of Environmentally Friendly Shopping Bags in Shopping Centres, Supermarkets and Traditional Markets on January 7, 2020. Unlike the regulation in Bali, Jakarta’s plastic ban only focuses on shopping bags (Article 5). However, the use of disposable plastic bags is still allowed for unpackaged comestibles (Article 7, 10, and 13). Shopping centres, supermarkets, and traditional markets that have promoted the use of environmentally friendly shopping bags are eligible for fiscal incentives through tax relief (Article 20).
Bogor Municipality
Bogor Municipality implements the Regulation of Mayor of Bogor No. 61 of 2018 on the Reduction of the Use of Plastic Bags which prohibits shopping centres and modern stores from providing plastic bags starting from 1 December 2018 (Article 11) and encourages the provision of alternatives to plastic bags. Everyone is obliged to reduce the use of plastic bags and strongly encouraged to speak out against plastic bags’ danger to the environment (Article 13).
Balikpapan Municipality
Balikpapan Municipality has two regulations regarding the reduction of single-use plastics: the Municipal Regulation No. 1 of 2019 on Reducing the Use of Single-Use Plastic Products/Packaging and its derivative, which is the Regulation of the Mayor of Balikpapan No. 28 of 2019 on Types of Single-Use Plastic Products/Packaging. Notably, the municipal regulation specifies the plastic polymers for reduction targets, which include polystyrene (PS), polyethylene (PE), polypropylene (PP), and polyethylene terephthalate (PET) (Article 1). Furthermore, the plastic products/packaging ban is imposed not just on shopping centres but also restaurants, public facilities, public transportation, as well as areas for education, tourism, and offices (Article 6).
