Although Singapore has no provinces or states, the country is divided into smaller areas, such as towns, for administrative purposes. Under the Town Councils Act 1988, each town establishes a Town Council which is made of residents and elected Members of Parliament (Government of Singapore, 2024). Town Councils are responsible for managing and maintaining common properties in commercial and residential properties (Government of Singapore, 2024). This includes ensuring the cleanliness of those areas, among others by promoting recycling and sustainable lifestyles.
